If you're selling online or offline, the thing is the same. People normally won't buy many products, aside from extremely essential items, unless they've been pitched to around seven times or something. In that case, you need some social media or email platform to get them into. In that case, you could pitch to them over and over, in a non-spammy way, to get some wins.

What is your experience selling? Have you looked into the buying cycle?
 
Seven times seeing something is what I was taught when I worked in advertising to get a sale or to get people to visit your store...or whatever. That's why some people fail with advertising because they run one campaign and it doesn't pan out so they give up.
 
When I sold my lotion balms & lipglosses at health stores & events, I would give a free lipgloss to people just for looking, even if they didn't buy. I let the product speak for itself. I had 2 health stores that loved my products. One had them right by the cash register & she said she pushed them in selling. That made me feel good :)
Giving samples, having people as references, are essential too.
 
A good way to get people to come back is to build a relationship with customers. That will help build trust and get people coming back to buy from you.
 
Adding to what the previous poster mentioned, you should also try showing appreciation for their continued loyalty by starting a loyalty program or giving something for free now and then. Or, a special regular discount.
